How to relocate to Russia? #
- Quota-based relocation (on a general basis). Who can use it – eligible compatriots and expats.
- Relocation under a temporary residence permit (e.g., marriage). Who can use it – eligible compatriots and expats.
- Relocation under a permanent residence permit (e.g., those born in the Russian Soviet Federative Socialist Republic (RSFSR) or have children/parents who are the citizens of the Russian Federation (RF). Who can use it – eligible compatriots and expats.
- Return of the Russian citizens (citizens of the Russian Federation)
- Under The State Program of the Resettlement of Compatriots. Who can use it – compatriots, repatriates who meet the program’s conditions.
- By agreement (Latvia, Turkmenistan). Who can use it – nationals of these countries (citizens and non-citizens).
Who are expats? #
All foreigners, who are not related by any cultural or blood ties to the USSR or modern Russian Federation and who are not natives or citizens of the USSR.
Who are compatriots? #
In Russia, the concept of “compatriot” is also a legal status. The concept of “compatriots abroad” (hereinafter – compatriots) means:
- citizens of the Russian Federation permanently residing outside the Russian Federation;
- persons and their descendants residing outside the territory of the Russian Federation and belonging, as a rule, to the peoples historically residing on the territory of the Russian Federation, as well as those who have made a free choice in favor of spiritual, cultural and legal ties with the Russian Federation persons whose relatives in a direct ascending line previously resided on the territory of the Russian Federation, including:
- Persons who were citizens of the USSR, residing in states that were part of the USSR, who obtained citizenship of these states or who became stateless;
- natives (emigrants) from the Russian state, the Russian Republic, the RSFSR, the USSR and the Russian Federation who had the relevant citizenship and became citizens of a foreign state or who had a residence permit or became stateless persons.
Who are repatriates? #
A repatriate is a compatriot who has expressed a desire to take part in the State Program of Resettlement of Compatriots, from among:
- Citizens of the Russian Federation who permanently resided outside its borders as of February 24, 2022;
- persons who have been duly formalized to renounce the citizenship of the Russian Federation on the basis of their voluntary will;
- Persons born or permanently residing in the territory of the RSFSR who formerly held the citizenship of the USSR;
- persons who have relatives in the direct ascending line, who were born or permanently resided in the territory of the RSFSR or in the territory belonging to the Russian Empire or the USSR, within the state border of the Russian Federation and had the corresponding citizenship.
