Where to start? #
Any foreign citizen who is in Russia legally, who has decided to apply for a temporary residence permit (TRP) and has no grounds for the simplified procedure of obtaining a permit, must prepare documents and apply for a quota for a TRP in a certain region.
The quota is the number of temporary residence permits for foreign citizens approved annually by the Government of the Russian Federation for the country as a whole and separately for each constituent entity of the Russian Federation.
Foreign citizens who have no immediate relatives, citizens of the Russian Federation, can get a temporary residence permit under the quota.
The availability of quotas is limited and distributed by regions in different quantities!
How to obtain a temporary residence permit in the Russian Federation
A temporary residence permit may be issued to a foreign citizen within the quota approved by the Government of the Russian Federation, unless otherwise established by this Federal Law. The validity period of a temporary residence permit is three years, unless otherwise provided for by this Federal Law.
The quota for issuing temporary residence permits to foreign citizens is approved annually by the Government of the Russian Federation on the proposals of the executive bodies of state power of the subjects of the Russian Federation, taking into account the demographic situation in the corresponding region of the Russian Federation and the possibilities of this region to accommodate foreign citizens.
Criteria for evaluating a foreign citizen when considering an application for a quota: #
(a) Performing, in accordance with the legislation of the Russian Federation, labor activity in the territory of the region of the Russian Federation for at least 6 months in the aggregate in each year within 3 years preceding the year for which the quota is approved by the Government of the Russian Federation. At the same time, insurance contributions to the Pension and Social Insurance Fund of the Russian Federation must be accrued by the employer in respect of such foreign citizens during this period, except for cases when insurance contributions are not paid in accordance with the legislation of the Russian Federation on taxes and fees;
b) at least one year of full-time or part-time education in a state educational organization of higher education, a state professional educational organization or a state scientific organization located in the territory of the Russian Federation on educational programs with state accreditation;
c) the presence (absence) of a profession in demand on the labor market in the region of the Russian Federation and work experience in such profession;
d) the presence (absence) of a legal source of livelihood;
f) presence (absence) of relatives from among citizens of the Russian Federation or foreign citizens permanently residing in the territory of the region of the Russian Federation (full and half brothers and sisters, grandfathers, grandmothers, grandchildren, cousins, uncles, aunts);
g) the presence (absence) of residential premises on the right of ownership in the constituent entity of the Russian Federation;
h) the presence (absence) of an unremoved or unexpired criminal record for committing a crime in the territory of the Russian Federation or abroad, recognized as such in accordance with federal law;
i) bringing (not bringing) within a year to administrative responsibility in accordance with the legislation of the Russian Federation.
What do I need to apply for a quota? #
Required documents:
- Application form,
- Passport, which you used to enter the territory of the Russian Federation (+ a copy of the main page with information + translation).
- Migration card (hereinafter referred to as MC, + copy).
- Migration record (hereinafter referred to as MR, + copy);
- Photo 35×45 mm matte 1 pc. Color or b/w
Additionally at your own will, but inspectors may not take:
- if present – a petition from the place of work or study;
- if you posses your own property – a copy of the certificate of ownership or excerpt from the Unified State Register of Real Estate;
- if you possess close relatives (the kinds of relatives are described in the application form), then copies of supporting documents.
How to fill in the application form? #
If filling in some points of the application form causes doubts and questions, leave these points unfilled, they could be completed on the spot.
- The place of birth as indicated in the birth certificate.
- If I am not officially employed, what should I write in the paragraph on income? Personal savings, any amount. It is not required to confirm this information with documents.
What is the procedure for applying for a quota? #
Completed documents to apply for a quota should be submitted by a foreign citizen IN PERSON. An applicant should have reached the age of 18 years. The documents should be submitted to the bodies of the Department of Internal Affairs of the Ministry of Internal Affairs on migration registration.
Duration of consideration #
The Commission considers the application form within 30 working days from the date of its registration by the territorial body of the Ministry of Internal Affairs of the Russian Federation. The decision to allocate a quota or to refuse to allocate a quota on the application form (hereinafter – the decision) is made by a majority vote of the commission members present at the meeting.

After submitting the documents you can freely leave and enter the Russian Federation.
What are the next steps after the quota application is approved? #
After receiving the quota for a TRP, you can apply for a TRP until the end of the current year.
