Citizenship for a foreign citizen who, or whose direct-line ascendant, adoptive parent, or spouse, was subjected to unlawful deportation from the territory of the Crimean ASSR
There are categories of foreign citizens who may be admitted to citizenship of the Russian Federation under a simplified procedure immediately after obtaining a residence permit (hereinafter, a residence permit). These include persons who themselves, or whose direct-line ascendants, adoptive parents, or spouses, were subjected to unlawful deportation from the territory of the Crimean ASSR.
This means that such foreign citizens, as well as their family members in the direct descending line (regardless of their citizenship), are entitled to apply for admission to citizenship of the Russian Federation if they hold a residence permit.

To obtain a certificate of rehabilitation, contact the Department for Regime, Classified Information and Documentation Support of the Ministry of Internal Affairs for the Republic of Crimea at: 4 Bogdana Khmelnitskogo St., Simferopol, telephone: 55-69-93.

The procedure for applying for admission to citizenship of the Russian Federation on this basis is governed by Decree of the President of the Russian Federation No. 11 dated 04.01.2024, “On Determining Certain Categories of Foreign Citizens and Stateless Persons Entitled to Apply for Admission to Citizenship of the Russian Federation.”
Consider the following example:
A citizen of Uzbekistan is the son of a person recognized as having been unlawfully deported from the territory of the Crimean ASSR (a certificate of rehabilitation is available). He and his family members (his wife and children) have obtained residence permits in the Russian Federation (the residence permit does not have to have been obtained specifically on this basis). In this case, he and his family members may apply for admission to citizenship of the Russian Federation at an internal affairs authority within Russia.
Document submission procedure
To submit an application and a complete set of documents for admission to citizenship of the Russian Federation pursuant to Part 9 of Article 16 of Federal Law No. 138-FZ “On Citizenship of the Russian Federation,” a foreign citizen must apply to the territorial body of the Ministry of Internal Affairs of the Russian Federation for the constituent entity where they are staying.
The application for admission to citizenship is considered within three months. If necessary, the Russian Ministry of Internal Affairs authorities are entitled to extend the consideration period by a further three months.
