As of 05.11.2025, Decree of the President of the Russian Federation No. 821 “On the temporary procedure for admission to citizenship of the Russian Federation and the issuance of a residence permit in the Russian Federation” is in force. *

A narrow category of persons is entitled to apply for admission to citizenship of the Russian Federation, submitting the required package of documents and bypassing the stage of obtaining a residence permit. This category includes, among others, persons whose Russian Federation citizenship was terminated following an application by their legal representatives.

If parents renounced Russian citizenship together with their child for any reason, the child has five years from reaching the age of eighteen to submit an application for admission to citizenship of the Russian Federation. At the same time, they are entitled to do so without meeting the requirements to confirm proficiency in Russian, knowledge of Russian history, and knowledge of the fundamentals of the legislation of the Russian Federation.

In accordance with Part 7 of Article 16 of Federal Law No. 138-FZ of 28.04.2023 “On Citizenship of the Russian Federation,” such persons are entitled to submit an application for admission to citizenship of the Russian Federation to a diplomatic mission or consular office, as well as to an authorized territorial body of the Ministry of Internal Affairs of the Russian Federation.

Consider the following example:

Upon acquiring German citizenship, the parents renounced Russian citizenship and did so on behalf of their minor children. Upon reaching the age of 18, the children are entitled to apply for admission to Russian citizenship under the simplified procedure until they reach the age of 23.

* Under Decree of the President of the Russian Federation No. 821 of 05.11.2025 “On the temporary procedure for admission to citizenship of the Russian Federation and the issuance of a residence permit in the Russian Federation,” when foreign citizens and stateless persons who are able-bodied men aged 18 to 65 submit applications for citizenship on the following grounds:
• Part 7 of Article 16 of No. 138-FZ “On Citizenship of the Russian Federation” (a foreign citizen or stateless person whose Russian Federation citizenship was terminated following an application by their legal representatives is entitled to submit an application for admission to citizenship of the Russian Federation within five years from the date of reaching the age of eighteen),

one of the following documents must also be provided:

a) an extract from the order of discharge from military service in the Armed Forces of the Russian Federation or rescue military formations of the Ministry of the Russian Federation for Civil Defence, Emergencies and Disaster Relief (hereinafter referred to as military service) before 24 February 2022 on the grounds provided for in subparagraphs “a”, “b”, “c” and “d” of paragraph 1 of Article 51 of Federal Law No. 53-FZ of 28 March 1998 “On Military Duty and Military Service”;

b) a decision of the joint commission of the military service contract selection center and the military commissariat for selecting candidates entering military service under contract, or an extract from the minutes of a meeting of the military unit's certification commission, issued at the military service contract selection center or military unit, if the foreign citizen or stateless person is found unfit for military service upon entry into military service under contract.

This requirement does not apply to citizens of the Republic of Belarus.
