Ban on taking rubles out of Russia

Vladimir Putin signed Decree No. 706 "On Amendments to Decree No. 193 of the President of the Russian Federation of March 25, 2026, ‘On the Special Procedure for Taking Cash Currency of the Russian Federation and Refined Gold Bullion Out of the Russian Federation’"

This decree tightens and expands restrictions on taking cash rubles to the EAEU countries (Belarus, Kazakhstan, Kyrgyzstan, Armenia), Azerbaijan, Tajikistan, and Uzbekistan.

Ban on taking out of Russia:

⚫️individuals — amounts exceeding 1 million rubles.
⚫️legal entities and individual entrepreneurs — a complete ban on taking out cash, regardless of the amount.

There are several exceptions:

▶️ If cash is taken out through certain international airports (designated by the Government of Russia), provided bank statements duly certified and confirming withdrawal of the entire amount being taken out from the bank accounts (deposits) of the individuals, legal entities, and individual entrepreneurs taking out such currency, or other documents established by the government are available.

▶️ If money is transported by legal entities in transit through Russia.

▶️ If the export is carried out on the basis of a notification from the Ministry of Foreign Affairs in the interests of diplomatic missions.

The decree requires that in the event of a violation of the ban, the cash currency being taken out be seized —
➖from individuals — in an amount exceeding 1 million rubles
➖from legal entities and individual entrepreneurs — the entire amount of cash is seized.

Oversight of compliance with the requirements of the decree is assigned to the Ministry of Internal Affairs of Russia, the FSB of Russia, and the Federal Customs Service of Russia.

Entered into force on 29.09.2026.
