Due to the closure of the Consulate General of Russia in Bonn as of 18.09.2026, compatriots residing in the states of Bavaria, Baden-Württemberg, Hesse, Rhineland-Palatinate, Saarland, and North Rhine-Westphalia should follow the procedures below:
▶️Consular registration
Russian citizens registered with the Consulate General will be automatically registered with the Consular Section of the Russian Embassy in the Federal Republic of Germany as of September 19, 2026. There is no need to send a separate message to the Embassy's Consular Section regarding this matter.
▶️Russian international passport
Issuance of Russian international passports processed by the Consulate General in Bonn (status on the website: 100%) will begin at the Consular Section in Berlin as soon as possible after the necessary equipment has been connected.
Applications for passports submitted to the Consulate General in Bonn are under review by the Consular Section, and passports will be issued to applicants as they arrive in Berlin.
Follow announcements on the Embassy website and in the Consular Section's Telegram channel.
▶️Oath
Persons who have received letters from the Consulate General in Bonn inviting them to take the Oath of a Citizen of the Russian Federation may come to the Consular Section on reception days and during reception hours starting 21.09.2026, without an appointment, and go to window 1 to take the Oath. They must bring the aforementioned notice from the Consulate General in Bonn.

▶️Renunciation of citizenship
All persons who have received letters from the Consulate General regarding decisions on renunciation of Russian citizenship may visit the Consular Section on reception days from 12:00–12:45 starting 21.09.2026 to surrender their passports and receive certificates of renunciation of citizenship at window 1.
They must bring the aforementioned notice from the Consulate General in Bonn and the documents to be cancelled.
▶️Verification of citizenship
Applications to verify Russian citizenship submitted to the Consulate General in Bonn are under review by the Consular Section. Responses to inquiries sent to the Russian Ministry of Internal Affairs and other competent authorities will be received by the Consular Section. Applicants will be notified of the results of the verification at the postal or email addresses provided when submitting their applications. Due to a significant increase in the number of applications, the time required to issue decisions may be longer.
▶️Requesting documents
Personal documents requested on the basis of applications submitted to the Consulate General in Bonn will arrive at the Consular Section in Berlin. Applicants will be informed using the contact details provided in the document request application when the requested document is available for collection. Requested documents received by the Consulate General but not collected by applicants have been transferred to the Consular Section.
Requested personal documents may be collected from 17.09.2026 at the Consular Section on business days from 15:00–16:30 (window No. 3), without an appointment.
▶️Resettlement program
Applications to participate in the State Resettlement Program submitted to the Consulate General are being processed in accordance with their approval by the Russian Ministry of Internal Affairs. If a positive decision is received from a territorial office of the Ministry of Internal Affairs, each approved program participant will be sent a corresponding notice inviting them to appear on a specific day and at a specific time to receive their certificate (no appointment is required).
Persons permanently residing in the Federal Republic of Germany are also entitled to apply for resettlement, either under the general procedure or as a repatriate, directly to the territorial offices of the Russian Ministry of Internal Affairs.
▶️Appointments for services
It is technically impossible to integrate the Consulate General in Bonn's appointment queue into the system of the Embassy's Consular Section in Berlin.
