Digitalization — changes in migration processes

As part of the digitalization of migration processes, a significant milestone was the approval in autumn 2025 by the President of the Russian Federation of the Concept of the State Migration Policy of the Russian Federation for 2026 - 2030

The concept sets out how migration policy will serve the country's national interests—and which tools (including digital ones) are planned for this purpose.

🔴Addressing challenges in the sphere of the state's national security now occupies a central place, while the objectives of migration policy do not include resolving demographic problems through “replacement” migration of the population from foreign countries.

🔴Within the system of public administration, the Ministry of Internal Affairs of the Russian Federation has been designated the principal body responsible for developing and implementing state migration policy, with the Security Council of the Russian Federation playing a coordinating role.

At present, acting on the instructions of the President of the Russian Federation, the Ministry of Internal Affairs of Russia, together with other federal authorities, is implementing measures aimed at strengthening oversight in the migration sphere. One of them is the improvement of digital infrastructure.

What has already been done in this area

⚛ Biometric checks
Foreign citizens entering the territory of the Russian Federation are required to undergo biometric data collection—in particular, to provide a facial photograph and fingerprint data.

This measure is being implemented to strengthen migration control and ensure security: it makes it possible to prevent entry into the country by persons who are subject to an entry ban, as well as by other persons attempting to cross the state border using altered identifying information.

🗒Register of persons under monitoring
Information on foreign citizens and stateless persons who have lost the right to legally stay (reside) in the territory of the Russian Federation is to be entered in the register of persons under monitoring.

🔓 RuID and electronic travel authorization
This mechanism helps the state better control migration flows while also making it more convenient for foreign citizens to obtain government services.
Using an account in the Unified System of Identification and Authentication (ESIA), a foreign citizen can use the Gosuslugi portal, obtain a SNILS number, and check in advance whether they are subject to an entry ban to Russia.

📱 New mechanisms for migration registration
As part of the migration registration reform, new mechanisms are being introduced, with the “Amina” mobile app as a key element.
Its use is intended to digitalize the registration of foreign citizens and gradually eliminate the use of paper registration notification forms.

📺 Digital profile of a foreign citizen
The information system contains a set of data on foreign citizens needed to monitor their stay in the territory of the Russian Federation.
