Last year, Decree of the President of the Russian Federation No. 467 of July 9, 2025 was signed, instructing the development by June 30, 2026, of the information resource “Digital Profile of a Foreign Citizen.”
The resource’s main purpose is to consolidate all data on every foreign citizen who is or has ever been in Russia from disparate databases of various government agencies into a single, promptly updated digital record. All information is stored and updated in real time.
📢As of June 30, 2026, the “Digital Profile” has come into operation.
Government of the Russian Federation Resolution No. 735 of June 12, 2026 approved the data fields, profile maintenance rules, and access procedures.
🔹These include identifying details and the following information:
• identity documents
• migration registration
• employment
• education
• health insurance
• real estate
• vehicles
• administrative offenses and current restrictions on entry into the Russian Federation.
• language exams and certificates
• mobile phone numbers
This information is needed to create complete, reliable, and up-to-date records.
🔹Who provides the information:
• Ministry of Internal Affairs
• Ministry of Foreign Affairs
• Federal Security Service
• Federal Tax Service
• Social Fund of Russia
• Federal Compulsory Medical Insurance Fund
• Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing
• Ministry of Education
• Ministry of Science and Higher Education
• Federal Service for Supervision in Education and Science
• Federal Service for State Registration, Cadastre and Cartography
• Ministry of Agriculture
• EMERCOM of Russia
• Ministry of Digital Development
🔹Who has access to information from the digital profile:
• government agencies
• foreign citizens themselves (through RuID and Gosuslugi)
✔️Creating a digital profile makes it possible to see all information about a foreign citizen. This information resource is administered by the Ministry of Internal Affairs of Russia. Accordingly, it will be able to see, monitor, and identify violations and violators in a timely manner.
✔️Employers will not have to send inquiries to each agency separately. If any data is missing, foreign citizens will be restricted from entering the country and will not be able to reside and work legally in Russia.
From June 30 to December 1, 2026, all 14 agencies are required to transfer data to the unified database. As of today, it is still being populated and tested in its final format.
We remind you that, as the database is constantly being updated, if a foreign citizen violates the rules of stay, they risk being included in the register of controlled persons, with all the consequences that entails.
