The Amina app will become mandatory for most foreign nationals in the Moscow region
From September 1, 2026, participants in the experiment to introduce new mechanisms for migration registration (the use of the Amina mobile app) in Moscow and the Moscow Region will include not only foreign nationals who are employed; all others will now be added, including family members of foreign nationals.
The new registration rules will apply to foreign nationals who arrived visa-free for non-work purposes—studying, visiting guests, or making a long trip to visit relatives—and are in the Moscow Region.
🏬 As of that date, the following foreign nationals become participants in the experiment, if they are 18 or older:
• students studying at educational institutions in the city of Moscow and the Moscow Region (Tajikistan, Moldova, Georgia, Azerbaijan, Uzbekistan, Ukraine, Armenia, Kazakhstan, Kyrgyzstan)
• family members of foreign nationals who are in this region in connection with employment.
❌ The new registration rules DO NOT apply
— to foreign nationals who are minors—they must be registered for migration purposes under the current procedure (based on a notification of a foreign national's arrival at their place of stay)
— to foreign nationals from visa-required countries
— to citizens of Belarus
— to diplomatic staff and their family members
— to officials of international organizations and their family members.
— to holders of temporary or permanent residence permits—they already reside in the Russian Federation, and these changes do not affect this category of foreign nationals.
❗️IMPORTANT
Foreign nationals who obtained standard paper registration at their place of stay (migration registration) before 01.09.2026 will remain registered under it until it expires.
Once the migration registration expires, they must register in the Amina mobile app.
📡 Foreign nationals who arrived in Russia visa-free and are employed in the Moscow Region, as before, are required to install Amina and independently report information about their actual place of stay to the Russian Ministry of Internal Affairs through the app.
✏️ Registration through the Amina mobile app must be completed within 30 working days of the expiry of the current migration registration.
The state fee of 500 rubles for migration registration at the place of stay does NOT apply to participants in the experiment to introduce additional mechanisms for registering foreign nationals in Moscow and the Moscow Region. For migration registration, such foreign nationals must install the specialized Amina mobile app.
In addition to registration, the period of stay must also be extended.
When the period of stay is extended, the migration card is marked accordingly with an ink stamp measuring 70 mm x 30 mm. The state fee for extending the period of stay is paid in accordance with the established procedure—1000 rubles.
This mark must be stamped for EAEU citizens who enter into an employment or civil-law contract.
Extensions of stay at the territorial office of the Ministry of Internal Affairs at the place of stay:
• foreign students extend their stay upon application by the educational institution
• family members of employed citizens—on the basis of a copy of the employed family member's contract with their employer.
For a foreign national who has obtained a patent for which personal income tax has been paid as a fixed advance payment, the period of stay is extended “automatically.” No stamp is placed in the migration card. In such cases, the foreign national does not need to apply to the migration department to extend their period of stay.
